Leonardo Academy staff has been working on energy savings performance contracting since before Leonardo Academy was founded in 1997.

1999-2003 Administrative Management of the Energy Services Coalition

From 1999 through 2003, Leonardo Academy provided administrative management services for the Energy Services Coalition and during this time Leonardo Academy President Michael Arny served as the executive director of the Energy Services Coalition. As part of these services to the Energy Services Coalition, Leonardo Academy prepared the following reports funded by the U.S. Department of Energy (DOE): 

  • 2001 Resource Guide to Creating a State Emissions Allowance Set Aside Program to Reward the Emission Reductions Delivered by Energy Efficiency Improvements
  • 2001 Guide to Establishing and Operating a Revolving Loan Program to Fund Energy Efficiency Improvement Projects
  • 2001 State-Wide Procurement of Master Lease Financing for Performance Contracting Projects

1998 The Energy Savings and Environmental Benefits Delivered by the Energy Savings Performance Contracting Industry

In 1998 Leonardo Academy conducted an analysis and prepared a report on the benefits of the energy efficiency delivered by the energy savings performance contracting industry: emission reductions, energy savings, and energy cost savings.

1994-1998 Support to U.S. Department of Energy and Oak Ridge National Laboratory on Advancing the Use of Energy Savings Performance Contracting

Leonardo Academy staff has been involved in performance contracting issues since the early 1990’s. Leonardo Academy President Michael Arny, worked for the University of Wisconsin on a project funded by the U.S. Department of Energy through Oak Ridge National Laboratory on Energy Savings Performance Contracting. This work included evaluation of the barriers to performance contracting, evaluation of the state laws affecting performance contracting. It also included work with state energy offices and energy services companies on making performance contracting more practical for state and local government facilities as well as providing education and outreach on energy savings performance contracting.

In addition, this work included supporting a regional group called the Western Regional Coalition, which was a group in the Rocky Mountain region for state energy offices and energy services companies working together on making performance contracting more practical for state and local government facilities in their region. After Leonardo Academy was founded in 1997, Leonardo Academy continued this work for Oak Ridge National Laboratory and supported the growth other the Western Regional Coalition into a national organization called the Energy Services Coalition.
